The invention relates to the field of concrete cushion layer pouring, in particular to a deep groove thin-layer concrete pouring device and method. The deep groove thin-layer concrete pouring device comprises a material transporting trolley and further comprises a material receiving hopper and a transporting pipeline; one end of the transporting pipeline is connected with the material receiving hopper; the other end of the transporting pipeline is arranged at the bottom of a foundation trench; a discharging baffle is arranged at a discharging port of the transporting pipeline; and the material transporting trolley is arranged in the middle of the transporting pipeline. The device disclosed by the invention is simple in structure; a pump truck does not need to be repeatedly erected and disassembled; the construction procedures are reduced; the construction difficulty is lowered; and flexible movement of the transportng pipeline is guaranteed through a transfer trolley and a support; and construction of workers is facilitated.
