The invention discloses a deepwater sinking installation device for an offshore wind power cylindrical foundation. The device comprises a mooring anchor cable, a buoyancy tank and a tuned mass damper; the mooring anchor cable is connected between the cylindrical foundation and a seabed; the buoyancy tank is arranged on the outer side surface of the cylindrical foundation; and the tuned mass damper is located below the buoyancy tank and connected between the cylindrical foundation and the buoyancy tank. The method has the advantages that the sinking and installation of the foundation can be completed within a short time, large offshore operation equipment is not needed, the economical efficiency is good, and the method is suitable for sinking and installation of the offshore wind power cylindrical foundation with the water depth of 30 m or above. The invention further discloses a deepwater sinking installation method of the offshore wind power cylindrical foundation.
