The installation positioning and flatness fine adjusting device comprises a lower buttress steel bar and an adjusting device, wherein the adjusting device comprises a plurality of sets of anchor rods which are arranged in the vertical direction, lower threaded sleeves and upper threaded sleeves which are in threaded connection to the bottom ends and the top ends of the anchor rods correspondingly, short screw rods are in threaded connection to the bottom ends of the lower threaded sleeves, connecting bolts are in threaded connection to the top ends of the upper threaded sleeves, a lower connecting plate of the shock insulation support is connected between the connecting bolts and the upper threaded sleeves, the adjusting device further comprises positioning rings, through holes which are matched with the plurality of sets of anchor rods are formed in the positioning rings, and the short screw rods and the positioning rings are respectively welded to the lower buttress steel bar.
