The invention discloses flame-retardant warm-mixed modified asphalt as well as a preparation method and application thereof. The flame-retardant warm-mixed modified asphalt comprises the following components in parts by mass: 100 parts of modified asphalt; 2-4 parts of a warm mixing agent; and 10-15 parts of a flame retardant. The flame retardant comprises antimony oxychloride and antimony trioxide in a mass ratio of 10:(1-4); and the warm mixing agent comprises a Sasobit warm mixing agent. According to the flame-retardant warm-mix modified asphalt disclosed by the invention, the warm-mix performance of the asphalt is improved through the Sasobit warm-mix agent, and the Sasobit warm-mix agent is matched with the flame retardant disclosed by the invention, so that the oxygen index of the asphalt can be synergistically improved, the ignition time of the asphalt can be prolonged, and the combustion heat release rate and the CO release rate of the asphalt can be reduced.
