The hoist pulls the guide plate, so that the guide plate rotates under the action of the rotating shaft, the guide plate drives the gate leaf to rotate, and after the gate leaf rotates by 90 degrees, the gate leaf and the top end of the quay wall body are located on the same horizontal plane, so that closing of the gate leaf is completed, and the gate leaf can cross a river channel to form a simple bridge; the bridge is used for pedestrians to pass through, is extremely high in concealment, and does not affect daily walking of the pedestrians; the opening and closing device is hidden underground in a water retaining state, and does not affect city appearance; the device can be erected to serve as a flood prevention retaining wall when the water level of a river rises; and the hoist can be overhauled and replaced by opening the detachable cover plate when the gate leaf lies down. Therefore, the practicability is greatly enhanced.
