The invention discloses a concrete core grinding construction method for a reinforced concrete plane swivel arch bridge, and relates to the technical field of reinforced concrete. The method comprises the steps of positioning of a grinding core steel shaft, manufacturing of the grinding core, installation of the grinding core and primary grinding of the grinding core, and the positioning of the grinding core steel shaft comprises the following steps that firstly, the grinding core steel shaft is positioned on a pre-embedded steel plate of a lower rotary table for first-time concrete pouring; and secondly, the planar position and elevation of the pre-embedded steel plate are accurately determined by a total station in puring the first concrete, the plane position deviation is in a range of +/-5mm, and the elevation is controlled in a range of +/-2mm. According to the method, the grinding is carried out when the top steel bars of the grinding core are bound, the thickness of the protection layer of the grinding core is strictly controlled, and then the thickness deviation of the protection layer can only have positive deviation, so that the steel bars are prevented from being exposed in the grinding core running-in process, the grinding core and the grinding cover are completely run-in, the rotation section can normally rotate, and unstable rotation is avoided.
