The invention provides an operation device and method capable of quickly locking a flood gate of a large hydropower station. The operation device comprises a base, a transmission rack is slidably mounted in a cavity of the base along the length direction of the base, and the transmission rack is connected with a power device for driving the transmission rack to move transversely; the transmission rack is in meshing transmission with a plurality of driven gears at the same time; the driven gears are supported between the bases through a gear shaft; each driven gear is in meshing transmission with two vertical spring bolt rods which are oppositely and symmetrically arranged at the same time; a sliding guide structure for limiting the vertical spring bolt rod is arranged on the outer side of the vertical spring bolt rod, and the vertical spring bolt rod can only slide in the vertical direction; and transverse spring bolt rods are fixed to the outer side walls of the two vertical spring bolt rods located on the outermost side. According to the operation device, the closed flood gate can be quickly and firmly connected with a basic component, so that the flood gate can be quickly put into an operation working condition.
