The present invention aims to provide a sound insulation sheet member which has excellent performance in insulating low-frequency band noise and has a compact structure. The sound insulation sheet member 1 has a substrate 2 and a concave-convex structure 3 disposed on at least one of the surfaces of the substrate 2. The concave-convex structure 3 is provided in a form in which a concave-convex unit shape 4 including linear convex sections 5 is used as a unit, and a plurality of these units are arranged repeatedly, at approximately fixed intervals in one direction, on the surface of the substrate 2.
