A photovoltaic panel is rotatably arranged above the support frame; the bottom of the lampshade sinks to form a heat dissipation cavity. A plurality of buckles are fixed on the inner wall of the heat dissipation cavity; an LED lamp tube is clamped between the buckles; an annular water storage tank is arranged in the lampshade; the top of the lampshade sinks to form a water collecting groove. A plurality of overflow ports are uniformly distributed in the inner surface of the water collecting tank; an annular cavity structure is arranged in the sealing ring body; and the inner wall of the sealing ring body is provided with a communicating groove communicating with the interior.
