Provided is an additive that is for concrete and that, when added to a cement composition, allows the cement composition to have low viscosity and high fluidity during an early period of casting, and that, when added to a cement composition, improves the long-term strength of concrete or the like. This additive for cement contains a water absorbent resin, where the water absorbent resin is obtained by polymerization of a monomer mixture including 50 mol% or more of a nonionic non-crosslinkable monomer and 0.1 mol% or more of a nonionic crosslinkable monomer, and the contained amount of an anionic monomer in the monomer mixture is 20 mol% or less.
