The method comprises the following steps that after the first image information of the sea surface is collected, the number and the position of garbage areas are recognized and determined, and positioning buoys are put in the garbage areas; according to ship position signals of recovery ships and a buoy position signals of the positioning buoys, the ship signals with the shortest stroke distance to the buoy position signals are determined; the positioning buoys are matched with the shortest stroke distance with the recovery ship, and the successfully matched recovery ships are controlled to arrive at the position of the corresponding positioning buoys for garbage recovery; according to the second image information, after it is determined that all garbage is removed, the corresponding positioning buoys are recycled, and the matching relation is relieved. Positioning recycling is achieved, and garbage recycling efficiency can be effectively improved; real-time positioning and tracking are realized, and positioning reliability can be improved.
