The method comprises the following steps that (A) desulfurization treatment is carried out on the calcium-process vanadium extraction tailings to obtain a graded iron material; (B) after smelting reduction is carried out on the graded iron material, slag adjusting treatment is carried out, and a low-vanadium iron block is obtained; and (C) vanadium alloying is carried out on the low-vanadium iron block. The method has the production characteristics of being simple in operation, clean and green, the national environmental protection requirements are completely met, the recovery effect on the valuable elements vanadium and iron in the calcium-process vanadium extraction tailings is good, the production cost is low, meanwhile, zero emission of slag discharge in the whole process can be achieved, and the method benefits the nation and the people.
