The invention discloses an in-reservoir system for regulating and controlling the water temperature of water delivery in a cold region. The in-reservoir system comprises a water retaining building, heat preservation layers, a water supplementing gate, a water supplementing pump, a water discharging gate, a water discharging pump, a water discharging channel and a solar panel; the water retaining building is arranged on one side, connected with a water delivery channel, of a reservoir, and the water retaining building and a part of a reservoir dam body form an in-reservoir structure; the water retaining building is used for separating the reservoir from the in-reservoir structure; the heat preservation layers are arranged on the bottom surface and the periphery of the in-reservoir structure; the water supplementing gate and the water supplementing pump are arranged on the water retaining building; the in-reservoir structure and the water delivery channel are connected through the water discharging channel; the water discharging gate and the water discharging pump are arranged at the joint of the water discharging channel and the in-reservoir structure; and the solar panel is arranged on one side of the in-reservoir structure.
