The invention relates to a fabricated fence chain foundation construction device and method. The fabricated fence chain foundation construction device comprises a plurality of sets of hard stone piers with the same specification, clamping channel steel and prefabricated coamings, integrally-formed connecting blocks are arranged on the end faces of one sides of the sets of hard stone piers in a protruding mode, and the central angle of each connecting block is larger than 180 degrees; inserting openings matched with the connecting blocks in shape are concavely formed in the end faces of the other sides, deviating from the connecting blocks, of the hard stone piers, and the connecting blocks are matched with the inserting openings in an inserting mode; and two sets of notches are vertically and concavely formed in the upper end faces of the hard stone piers, round holes are vertically formed in the upper end faces of the clamping channel steel in a penetrating mode, shaft bodies are rotatably connected into the sets of round holes in an inserted mode, the lower end parts of the sets of shaft bodies are rotatably connected with the corresponding notches in an inserted mode, and the vertical edges of the two sides of the prefabricated coamings are fixedly connected with the clamping channel steel on the two adjacent hard stone piers in an inserted mode. The adaptability to the corner position of a construction site is improved, and the installed fence is stable in structure and not prone to toppling over.
