The invention belongs to the technical field of garbage treatment, and particularly relates to a marine garbage cleaner and a cleaning method thereof. The marine garbage cleaner comprises a collecting bin, a gathering bin, a collecting claw, a switch mechanism and a circulating pump. The cleaner floats on the water surface through a floating body, then the collecting claw swings under the driving of a motor, garbage is collected into the collecting bin, and when the collecting claw is controlled by a controller to collect the garbage into the collecting bin, the switch mechanism is turned on; the garbage collected by the collecting claw can enter the gathering bin to be stored; and meanwhile, in the process that the collecting claw is folded towards the collecting bin, the circulating pump is controlled by the controller to work, then water in the cleaner is discharged outwards, external water enters from an opening in the collecting bin, the water in the cleaner and the external water circulate, the external garbage is brought into the cleaner along with the circulation of the water, the garbage is prevented from overflowing from the front end of the collecting claw in the process that the collecting claw is folded, and the garbage collecting efficiency is improved.
