The structure comprises a pavement layer and a cushion layer, the pavement layer is located above the cushion layer, and the pavement layer and the cushion layer are fixedly connected; a plurality of drainage grooves are formed in the pavement layer and are arranged at intervals along the width direction of the pavement layer; a plurality of drainage holes are formed in each drainage groove, and the drainage holes are formed in the length direction of the drainage grooves at intervals; a drainage pipe is arranged at the drainage hole, the drainage pipe is fixedly connected with the cushion layer, and a heating agent plate is further arranged on the side wall of the drainage groove; and the heating agent plate is detachably connected with the pavement layer. According to the invention, the possibility of vehicle collision accidents can be reduced.
