The device comprises two side supports, which are symmetrically and transversely arranged, wherein two ends of each side support are rotatably provided with a driving wheel and a sliding rail piece, and the sliding rail pieces are transversely fixed on the side supports; a driving seat, which is arranged on the sliding rail pieces in a relative sliding mode through a rolling shaft, wherein a mounting frame is fixed to one side of the upper end face of the driving seat; a material storage tank, which is transversely arranged on the mounting frame, wherein a permeable asphalt material body is quantitatively stored in the material storage tank; a separation cylinder, which is vertically mounted on the driving seat, wherein one side of the separation cylinder is communicated with the material storage tank; a split-flow liquid pumping assembly, which is transversely embedded and fixed to the side, away from the material storage tank, of the separation cylinder; and a spraying and spreading assembly, which is vertically erected on one side of the driving seat, wherein one end of the spraying and spreading assembly communicates with the split-flow liquid pumping assembly.
