The invention relates to a hazardous chemical substance leakage floating oil emergency recovery device which comprises a floating oil collection head, a waste liquid separation and collection tank and a negative pressure suction system, and an oil film/floating oil collected by the floating oil collection head is pumped to the waste liquid separation and collection tank through the negative pressure suction system. The floating oil collection head comprises a floater and a collecting head shell arranged above the outer portion of the floater in a covering mode. A plurality of rib plates are arranged on the inner surface of the collection head shell, and the collection head shell is tightly fixed to the floater through the rib plates. A plurality of gap cavities are formed between the floater and the collection head shell through rib plates. The upper end of the gap cavity and the top of the collection head shell form a collecting section, and an outlet of the collecting section is connected with an inlet of the waste liquid separation and collection tank through a pipeline. A tiny space is formed between the lower end of the gap cavity channel and the oil surface, and a suction section is formed. The device is simple in structure and suitable for absorption of hazardous chemical substance leakage liquid level floating oil, and the liquid level floating oil can be rapidly collected; the device is easy to maintain, and liquid below the oil level is basically not sucked into the oil suction device during oil suction.
