The invention belongs to the field of offshore wind power engineering, and particularly relates to a soft soil layer offshore wind power rock-socketed single pile construction method based on a double-pile casing structure. The method comprises the following steps: driving an outer pile casing into a soil layer and abutting against a rock stratum; driving a middle pile casing of the auxiliary guide frame into the soil layer and abutting against the rock stratum, wherein the diameter of the middle pile casing is smaller than that of the outer pile casing, the middle pile casing is located in the outer pile casing, and the top of the middle pile casing is higher than the sea surface; inserting the inner pile casing into the middle pile casing and driving the same into the rock stratum; drilling a pile hole; putting a single pile into the drilled pile hole and putting the single pile to a designed height; and grouting and reinforcing the bottom and the outer side of the single pile. According to the method, the soil body is reinforced through the inner and outer double pile casings, so that the possibility of soil body damage and collapse in the drilling process is reduced.
