The which comprises a vertical backflow pressure relief pipe, an elbow, a horizontal guide pipe, a vertical drainage pipe, a water collection pit and a self-priming pump; the vertical backflow pressure relief pipe is vertically inserted into a bottom plate, and the top end of the vertical backflow pressure relief pipe extends out of the bottom plate and is positioned in a ground decoration layer; and the top end of the vertical backflow pressure relief pipe is connected with one end of the elbow, the other end of the elbow faces the horizontal direction and is connected with the horizontal guide pipe, the other end of the horizontal guide pipe is connected with the elbow, the other end of the elbow is connected with the downward drainage pipe, the drainage pipe is located in the water collection pit, and the self-priming pump is arranged in the water collection pit. The flow guide pressure relief device is arranged on the bottom plate or a column foundation of the building, when the underground water level is high, gap water can automatically flow into the water collection pit through the flow guide pressure relief device and is discharged into a municipal pipe network through the self-priming pump, when the underground water level is not high, the flow guide pressure relief device can stop the automatic flow guide pressure relief effect, and therefore the pressure relief device can be arranged once and for all when the water pressure is high.
