The invention provides a multi-stage floating dust prevention method for a concrete member in a low vacuum-normal pressure alternating environment, which comprises a common concrete layer, an ultra-high performance concrete layer and a sealing coating layer or a fiber reinforced composite material layer. The common concrete layer is poured in the inner layer, the ultra-high performance concrete layer is poured on the surface of the common concrete layer, and the sealing coating layer is coated on the surface of the ultra-high performance concrete layer or the fiber reinforced composite material layer is laid on the surface of the ultra-high performance concrete layer. Common concrete and ultra-high performance concrete are combined for use, external protection of a coating or a fiber reinforced composite material is supplemented, the common concrete is a main stress component, and the ultra-high performance concrete is a covering surface layer. By reasonably configuring the sequence and dosage of all the materials on the fracture surface and fully exerting the advantages of all the materials, three floating dust prevention systems are formed, floating dust of concrete is inhibited fundamentally, and meanwhile the requirements for stress, abrasion resistance and high temperature resistance of a vacuum pipeline concrete member are met.
