The production method comprises the steps of: mixing and grinding prepared calcium oxide, silicon oxide, iron oxide, copper oxide, limestone, volcanic ash, gypsum and glass fibers; screening the ground powder by using a sieve with the size of 0.2-0.3 mm to obtain a cement raw material; preheating the cement raw material, then putting the cement raw material into a rotary kiln, calcining for 0.5-0.6 hour at 1100-1400 DEG C, and introducing air into the rotary kiln during calcining; and adding 3-4 parts by weight of a boric acid ester coupling agent into 80-90 parts by weight of absolute ethyl alcohol, mixing well at 60-70 DEG C, adding 90-130 parts by weight of magnesium borate whiskers into the mixture, stirring and mixing well, and carrying out suction filtration and drying to obtain a reinforcing agent. According to the production method and application of the high-strength cement, the flame retardant property of the cement is improved, the breaking strength and wear resistance of the cement are improved, and the strength of the cement is improved.
