The method comprises the following steps: S1, calculating the mix proportion of a cement stabilized macadam mixture, and stirring and mixing the cement stabilized macadam mixture; S2, laying a cement stabilized macadam mixture layer on the roadbed, in the laying process, vibrating the cement stabilized macadam mixture by a vibrating piece, and enabling the vibrating piece to move along with the laying position of the cement stabilized macadam mixture; and S3, after the cement stabilized macadam mixture is vibrated through the vibrating piece, rolling the cement stabilized macadam mixture layer immediately. The method has the advantages that the vibrating piece vibrates the cement stabilized macadam mixture just falling on the roadbed, so that the cement stabilized macadam mixture on the roadbed is uniformly laid, materials among macadam frameworks are more fully filled, the cement stabilized macadam mixture layer can be compact through rolling, and the cement stabilized macadam mixture layer does not crack.
