The device comprises a heating cavity formed in the bottom of the vehicle, a heating air supply pipe communicating with the heating cavity, a controllable air inlet valve used for opening and closing the heating air supply pipe and an integrated controller electrically connected with the controllable air inlet valve. The heating cavity is arranged in front of the advancing direction of wheels of the vehicle, a heating electric heating wire used for heating high-pressure supplied air flowing in from the heating air supply pipe is arranged in the heating cavity, and a controllable nozzle used for opening and closing the heating cavity is arranged at the bottom, facing the rail surface of a rail, of the heating cavity, and is electrically connected with the integrated controller. One end of the heating air supply pipe communicates with the heating cavity, and the other end of the heating air supply pipe faces the advancing direction of wheels of the vehicle.
