The method comprises the following steps: step 1, forming a planting pit; step 2, applying a water-retaining agent on a soil base surface and spraying water; step 3, blowing and sweeping the water-retaining agent; step 4, planting vegetation; step 5, paving a gravel layer; step 6, spraying asphalt for the first time and installing a wind and sand prevention belt; step 7, paving a fine stone layer; and step 8, carrying out secondary asphalt spraying, wherein the concrete step is that asphalt is sprayed on the fine stone layer through an asphalt spraying vehicle. Water-retaining agent powder particles are uniformly spread on a soil base surface by adopting a spreading and spraying device, and water is sprayed so that not only is the soil base surface supplemented with water, but also the water-retaining agent powder particles laid on the soil base surface are supplemented with water, and the water-retaining agent powder particles are expanded so that the area of the water-retaining agent powder particles covering the soil base surface is increased, the evaporation amount of the water in the soil base surface is effectively prevented, and water is slowly supplemented into the soil matrix; and the water spraying frequency of the soil matrix is effectively reduced, and the method is more environment-friendly.
