The invention discloses a sinking construction device for a cast-in-place underground building, and relates to the technical field of underground building construction. The underground building comprises an outer wall, a top plate, a bottom plate and a construction device, and the construction device comprises a pouring device, an excavating device and a hanging device located at the top of the building. An outer wall chain cutter envelops the outer wall from the top of a building sinking part; a longitudinal wall comprises upper holes staggered up and down and lower holes staggered up and down, the upper holes are located above the bottom plate, the lower holes are next to the lower portion of the bottom plate, a bottom plate chain cutter envelops the bottom plate through the upper holes and the lower holes. According to the sinking construction device for the cast-in-place underground building, the building is in a suspended state through the hanging device, the driving device is started, the outer wall and the chain cutter at the bottom of the bottom plate excavate rock soil. The chain cutter running from bottom to top brings the excavated rock soil to the upper portion, sinking operation of the building is achieved, and after the building sinks to a set depth, the chain cutter is pulled out to complete follow-up construction till all construction of the building is completed.
