The basic magnesium sulfate cement concrete is prepared from the following components in parts by mass: 300-400 parts of basic magnesium sulfate cement; 900-1150 parts of coarse aggregate; 650-750 parts of fine aggregate; 80-200 parts of filler; the filler comprises porous particles, pores of the porous particles are filled with degradable components, and the degradable components comprise degradable resin and an oxidizing agent used for accelerating degradation of the resin according to the mass ratio of 10: 1. The porous particles are added into the concrete, the degradable resin is added into the pores of the porous particles, and after the degradable resin is degraded in the pores of the porous particles, cavities are formed in the porous particles, so that a certain expansion space is provided for cement in the later period, and the possibility of concrete cracking is reduced.
