The invention discloses a synergistic recycling method for household garbage incineration fly ash and electrolytic manganese slag. The household garbage incineration fly ash and the electrolytic manganese slag are metered according to a certain proportion and put into an intelligent dispersion mixer to be fully dispersed and mixed to obtain a powdery dispersed material mixture; then the dispersed material mixture and a curing agent are metered respectively according to a certain proportion requirement, and put into a special intelligent curing reactor to carry out a curing process, harmful components such as inorganic salts and heavy metal ions in the materials are effectively solidified, ammonia nitrogen in the materials is converted into ammonia gas and fully released, the released ammonia gas is recycled; and the cured material is screened, detected and packaged to obtain a commercial concrete additive; and a non-standard material is returned to the dispersing and mixing process and/or the curing process for continuous application.
