The device comprises a steel strand pulling machine, a scaffold pipe, a sliding rod piece, a heavy drill chuck, a power transmission rod, a helical gear speed reducer, a three-phase asynchronous motor and a moving trolley, one end of the scaffold pipe is connected with a box girder pulling hole channel, the other end of the scaffold pipe is connected with a wire outlet of the steel strand pulling machine, the sliding rod piece is arranged at the bending position of a steel strand, and the heavy drill chuck is connected with one end of the power transmission rod. The other end of the power transmission rod is connected with the helical gear speed reducer, and the helical gear speed reducer is connected with the three-phase asynchronous motor and installed on the moving trolley; by reasonably utilizing the strand pulling machine, the three-phase asynchronous motor combination and the construction method, the phenomenon that long-distance and large-span steel strands cannot be normally pulled is effectively solved, and the steel strand pulling operation is efficiently completed.
