The invention discloses a prestressed carbon fiber plate reinforcing beam device and method based on a self-anchoring type anchoring system. The prestressed carbon fiber plate reinforcing beam device is provided with a rectangular notch, a sleeve, a self-locking anchor ring, a common anchor ring, a gear and an end nut, wherein the rectangular notch is used for anchoring a carbon fiber plate; the sleeve is used for clamping the carbon fiber plate; the self-locking anchor ring is provided with a locking rod, a spring, a lock catch and a chemical anchor hole and is used for providing self-locking and anchoring an anchor when the carbon fiber plate is tensioned; the common anchor ring is provided with a chemical anchor hole and is used for anchoring the anchor; the gear is used for assisting in self-locking; and the end nut is used for fastening the anchor.
