The invention discloses a top-down construction method for a flood control and drainage riverway slope protection and an ecological clamping body. The construction method comprises the steps of designing before construction; firstly, excavating from the position of the highest point of the riverway slope protection, arranging a first-stage slope surface and a stepped horizontal operation road, and splicing the ecological clamping body to the top of the slope surface to form a first-stage slope protection surface; continuously constructing to form a second-stage slope protection surface and a second-stage stepped horizontal operation road, pouring the first-stage stepped horizontal operation road, closing the bottom of the first-stage slope protection surface and the top of the second-stage slope protection surface to form a closed hardened road surface till the Nth time, and forming a multi-stage slope protection surface and a multi-stage stepped horizontal operation road till the bottom depth of a riverbed reaches the designed depth; and finally, working with water, splicing the ecological clamping body, and pushing the ecological clamping body downwards into the slope surface in water to form a last-stage slope protection surface.
