Pulleys on the two sides of a moving plate of a walking device are in clearance fit with the guide grooves correspondingly, a walking gear of the walking device can walk along a chain arranged on the top of a frame in the length direction of the lifting frame under driving of a walking driving motor, and a leveling driving motor of a leveling device is installed on the top of a moving plate. The leveling driving motor is fixedly connected with a leveling head arranged below the movable plate through a driving shaft. According to the coal mining roadway ground temper mill, the height and the inclination angle of the lifting frame are adjusted through the hydraulic oil cylinder, so that the convex part on the ground of a well digging roadway and the convex part on the slope of the ground of the well digging roadway are scraped in a layered manner to be flat, the pressure stress of a concrete layer is reduced, and the influence on the concrete layer is relieved.
