The invention relates to a device for controlling laying of a slope geomembrane and a laying method. The device comprises a fixing device which is disposed at the top of a slope and is used for fixing the geomembrane, a clamping device used for clamping the free end of the geomembrane, a tensioning device arranged at the slope toe of the side slope, the tensioning device, the fixing device and the clamping device are located on the same laying route, and the tensioning device pulls the clamping device through a rope to pull the free end of the geomembrane to the bottom of the side slope along the laying route.
