The preparation method comprises the specific steps: preparing silicon dioxide wrapped graphene/CaF2 particles, adding the silicon dioxide wrapped graphene/CaF2 particles, TiC, MgO and Al2O3 into ethyl alcohol according to a certain ratio, and carrying out ultrasonic dispersion to obtain a suspension mixture; pouring the suspension mixture into a ball mill, and carrying out ball milling for 36-72 hours; carrying out vacuum drying on the ball-milling liquid until the ball-milling liquid is completely dried; and adding a forming agent into the dried powder, granulating, putting into a mold, carrying out compression molding, carrying out high-temperature sintering, and polishing to obtain the cutter.
