The invention belongs to the technical field of steel slag recycling and reusing, and particularly discloses a steel slag cementing material and a preparation method and application thereof. The preparation method comprises the steps that a steel slag raw material is crushed to 0.05-4.0 mm and then placed in grinding equipment, a liquid additive and a crystal form control agent are added and mixed to be uniform, and when the uniformly-mixed steel slag is ground till the specific surface area is not smaller than 200 m<2>/kg, wet flue gas containing carbon dioxide is introduced, and grinding is continued for 1-60 minutes to obtain the steel slag cementing material. Compared with the prior art, carbon dioxide is introduced when the steel slag is ground into a semi-finished product, the reaction speed of the steel slag can be increased, and the volume stability of the steel slag is improved; and meanwhile, the crystal form control agent is added into the steel slag to control the crystal form and size of sodium carbonate, so that nano calcium carbonate is formed, and the hydration activity of the steel slag is improved in the hydration process. The method can promote large-scale application of the steel slag in the field of building materials, and has great social, economic and environmental benefits.
