The invention relates to green, energy-saving, low-carbon and environment-friendly T-series innovative multifunctional adhesion-resistant adhesive cement comprising the following components in parts by weight: 24 to 36 parts of an inorganic adhesion-resistant coupling agent, 16 to 24 parts of tailing sand, 16 to 24 parts of urban construction waste and 24 to 36 parts of T-series novel water-based special adhesive. The invention further discloses a preparation method of the adhesion-resistant adhesive cement, wherein the adhesion-resistant adhesive cement is high in chelation capacity and holding capacity and stable in material structure, aging and falling of a thermal insulation material are effectively avoided, the service life of the thermal insulation material is greatly prolonged, and thus the service life of the thermal insulation material and a facing layer is the same as that of a building main body.
