The invention relates to a beam end steel rail telescopic device and a telescopic method for a movable bridge, which can enable a bridge deck to rotate by 90 degrees to be parallel to a river, enable ships in the river to pass through smoothly, realize rail communication when the bridge deck is communicated, and meet the driving requirement. The device comprises a fixed end and a telescopic end, wherein the fixed end and the telescopic end are located on two bridge deck slabs of a bridge respectively, a large-span gap is formed in the middle of each bridge deck slab, the bridge deck slabs can be opened in a rotating mode, and the navigation requirement of riverway ships is met; and the telescopic end comprises a steel rail expansion piece and a mechanical device, and after the two bridge deck slabs rotate to be in a connected state, stock rails of the steel rail expansion piece are pulled through the mechanical device, so that the stock rails are driven by external force to move in a telescopic mode and are in butt joint with a line rail at the fixed end to be locked, and it is ensured that a train passes.
