The invention relates to a transverse wind-resistant limiting device and a bridge. The transverse wind-resistant limiting device comprises a main tower, a limiting steel box having one end connected to one side of the main tower, an extending stiffening plate, a limiting piece, and a steel main beam; one end of the extending stiffening plate is movably connected with the limiting steel box through the limiting piece, and the limiting piece is configured to be capable of being broken off in the stress state; and the steel main beam is connected with the other end of the limiting piece. The limiting piece is fixedly connected with the extending stiffening plate, transverse rigid connection between the main tower and the steel main beam is achieved, at the moment, transverse movement and torsion of the steel main beam can be effectively restrained under the wind load effect, and use safety of the steel main beam is guaranteed. When an earthquake occurs, vibration impact is transmitted to the limiting piece, the limiting piece can be automatically broken off, constraint on the limiting steel box and the extending stiffening plate is relieved, the limiting steel box can transversely move relative to the extending stiffening plate, transverse displacement of the steel main beam is achieved, the energy dissipation and shock absorption effects are achieved, and the structural safety of a bridge in extreme environments such as the earthquake is guaranteed.
