The device comprises a pile opening supporting platform and a reinforcement cage supporting frame located on the lower portion, inserting strips are fixed to the lower surface of the pile opening supporting platform, strip-shaped ratchets are arranged on the side faces of the inserting strips, inserting blocks are fixed to the reinforcement cage supporting frame, and inverted-T-shaped inserting grooves are formed in the side faces of the inserting blocks. The inserting strips penetrates through transverse grooves in the inverted-T-shaped inserting grooves, the strip-shaped ratchets face the groove opening directions of the inverted-T-shaped inserting grooves, rotating bases are fixed to the positions, located on the two sides of the groove openings of the inverted-T-shaped inserting grooves, of the inserting blocks, a rotating shaft is fixed between the rotating bases, the rotating shaft is sleeved with a ratchet rod in rotating fit with the rotating shaft to form a lever structure, and the lower end of the ratchet rod extends to form a pawl.
