The invention belongs to the technical field of preparation of concrete admixtures, and particularly relates to a method for preparing a high-efficiency water reducing agent by utilizing wastewater, which comprises the following steps: 1, selecting raw materials including a plurality of parts of acetone, formaldehyde, sodium sulfite, sodium tripolyphosphate, a composite oxidant, a reducing agent and a flocculating agent as well as a plurality of parts of waste liquid and water; 2, pretreating the waste liquid to degrade the harmful substances; 3, synthesizing polycarboxylic acid mother liquor; and 4, compounding the polycarboxylic acid mother liquor. The method has the beneficial effects that waste liquid is used as a production raw material, so that the production cost is effectively reduced; and the waste liquid is pretreated to degrade harmful substances. The method is green and environment-friendly, and is convenient for wastewater treatment; the polycarboxylic acid mother liquor is compounded, so that the adaptation effect of the polycarboxylic acid water reducing agent and cement can be effectively improved, and the polycarboxylic acid water reducing agent has good compatibility with various types of cement. Besides, the slump retention performance of the concrete is good, and the construction time of the concrete is prolonged.
