A water inlet of a pump body is communicated with the second water storage space through a pipeline, and a water outlet is communicated with the other end of the cooling water pipe through a pipeline to form a cold-heat exchange circulation loop. Heated water in the cooling water pipe is collected through the first water storage space and the second water storage space, so that a heat preservation maintenance layer is formed on the top and the side face of the concrete structure, and the cooled water in the second water storage space is fed into the cooling water pipe again through the pump body, so that the effect of inner cooling and outer protection is achieved; and the use of thermal insulation materials and watering maintenance are reduced.
