An emergency road surface suitable for an abrupt slope is composed of a first adhesive tape layer, a reinforcing supporting rod, an angular or trapezoidal or prismatic specific supporting rod, a second adhesive tape layer, a reinforced adhesive tape layer and a surface anti-skid wear-resistant layer, and the surface anti-skid wear-resistant layer is resin polymerized by isocyanate and an amine-terminated compound; the reinforcing supporting rods and the specific supporting rods are transversely arranged on the first adhesive tape layer in parallel at intervals, the second adhesive tape layer covers the reinforcing supporting rods and the specific supporting rods in an attached mode, and the reinforcing supporting rods and the specific supporting rods are integrally and tightly wrapped in a closed space formed by the first adhesive tape layer and the second adhesive tape layer through a heat sealing technology. The reinforced adhesive tape layer covers the second adhesive tape layer or covers the two sides of the second adhesive tape layer, and the surface anti-skid wear-resistant layer covers the reinforced adhesive tape layer or the reinforced adhesive tape layer and the second adhesive tape layer in a vapor deposition/coating manner. According to the invention, the problem that vehicles cannot pass through the existing emergency road surface on a muddy and soft road with large terrain fluctuation, such as a steep slope mountainous region and insufficient foundation bearing capacity, is solved.
