The construction method of the device comprises the steps that the position of the prefabricated section is installed and fixed, the prefabricated section steel bars are overlapped in a staggered mode and embedded into the preformed holes of the corresponding water stop steel plates respectively, then the concrete filled steel tube is inserted into the overlapped holes of the prefabricated section steel bars, and the prefabricated section steel bars and the water stop steel plates are both in contact with the concrete filled steel tube; and then the prefabricated section steel bars and the water stop steel plates are welded to the steel pipe concrete, and finally concrete is poured to the wet joint section. The workload and the construction difficulty can be reduced, and the connecting quality of the steel bars can be guaranteed.
