The tamping device comprises a fixed mounting cylinder, and a fastening mechanism is arranged at the opposite clamping position of two semicircular arc plates; the device further comprises a rotating sleeve body and a plurality of tamping mechanisms; the rotating sleeve body is rotationally arranged on the fixed mounting cylinder body; the tamping mechanism comprises a bearing body, a reset compacting assembly and a rotating assembly; the bearing body is arranged on the side wall of the rotating sleeve body and can rotate along with the rotating sleeve body; the rotating assembly is arranged on the bearing body and used for driving the rotating sleeve body to rotate around the center of the fixedly-installed cylinder body and intermittently driving the reset compaction assembly to move during rotation. The reset compaction assembly is arranged on the bearing body and can move up and down in a reciprocating mode under the intermittent driving of the rotating assembly and the elastic effect of the reset compaction assembly. The device is simple in structure, soil at the pre-buried position of the telegraph pole can be tamped in a rotary mode, soil filling and compacting can be conducted at the same time, efficiency is improved, tamping is uniform, and practicability is high.
