The invention provides a preparation method of a low-water-cement-ratio phosphogypsum lightweight building block. The preparation method comprises the following steps: preparing ice particles according to an optimal water-cement mass ratio; preparing ardealite powder according to the mass of the ice particles, and uniformly mixing the ardealite powder with the ice particles; pouring the mixture of the ardealite powder and the ice particles into a mold, and compacting by a press machine; after ice particles are melted and phosphogypsum is initially set, demolding is performed; the low-water-cement-ratio phosphogypsum light building block is obtained through the steps. The ardealite block or strip block can be prepared under the optimal water content condition, it is guaranteed that ardealite is fully hydrated, the strength meets the requirement, and the problem of ardealite cracking caused by excessive water is avoided. The hollow volume can be estimated according to the number of added ice particles, the hollow rate of the phosphogypsum building block or strip block is freely controlled, a light product is prepared, the use amount of raw materials is reduced, and the phosphogypsum block or strip block can be used for wall filling and heat insulation.
