The invention discloses a passive energy-saving outer wall system and a using method thereof.The passive energy-saving outer wall system comprises a high-transmittance cover plate, a movable heat preservation transparent roller shutter, a movable reflection type radiation refrigeration roller shutter and a base layer wall body, and gaps exist between the layers; electric shutter ventilation openings capable of being opened and closed are formed in the positions, close to the top and the bottom of each layer, of the base layer wall body. According to the passive energy-saving outer wall system, through the combination of different states of the movable heat preservation transparent roller shutter, the movable reflection type radiation refrigeration roller shutter and the openable and closable shutter ventilation openings, the temperature of the surrounding environment of the outer wall can be effectively reduced in the daytime in summer, cold can be supplied to the indoor space at night, and therefore the electricity consumption of an air conditioner is effectively reduced; heat can be supplied indoors when the sun exists in winter, heat loss passing through the outer wall can be effectively reduced when the sun does not exist, and therefore heating energy consumption is reduced.
