According to the invention, the stirring suction dredger is utilized to complete the digging and filling operation of clay at one time; the embankment is formed through accumulation by means of the easy accumulation property and the anti-scouring property of the hydraulic reclamation clay; the method has the following advantages: 1, mountain cutting for quarrying and earth destroying for soil taking are avoided, and the environment is protected; 2, resource utilization of the dredging clay; and 3, the embankment cost is reduced.
