The invention discloses a railway fastener with adjustable rigidity and damping, which comprises a fastener body, and a through hole is formed in the middle of the fastener body; a composite steel base plate and a magneto-rheological elastomer base plate are sequentially arranged in the through hole from top to bottom, and a packaging magnetic control element preset in the sleeper is arranged below the magneto-rheological elastomer base plate. According to the railway fastener, the elastic property of a fastener system can be regionally and individually adjusted according to line operation conditions, and the effects of attenuating impact load, controlling vibration of a track structure and reducing structural noise of the fastener are achieved.
