Portland cement, fly ash, blast furnace slag, water, quartz sand, gypsum, an early strength agent, a thickening agent, an expanding agent, a water reducing agent, a defoaming agent and polyvinyl alcohol fibers are compounded, liquid raw materials of water, the water reducing agent and the defoaming agent are added into solid raw materials, and finally, the polyvinyl alcohol fibers are added and uniformly mixed. The environment-friendly micro-expansion high-ductility cement-based composite material is prepared. The cement-based composite material prepared by the invention has micro-expansion performance, can inhibit early-stage shrinkage cracks of the material, and can enhance the ductility of the material at the same time.
