The device comprises a shell, a partition plate, a sea wave driving mechanism, a conveying mechanism and a collecting device, a filtering box and a sea wave driving box are arranged in the shell, the sea wave driving box is located on one side of the filtering box, and the sea wave driving mechanism is fixedly installed in the sea wave driving box; the partition plate is fixedly installed at the joint of the sea wave driving box and the filter box, the conveying mechanism is fixedly installed in the filter box, a box body, a check block and a hydraulic device are arranged in the filter box, the box body is fixedly installed on one side in the shell, the check block is slidably matched in the box body and can penetrate through the top of the box body, and a water tank is formed in the surface of the check block; and the hydraulic device is fixedly mounted between the shell and the bottom of the box body. According to the device, the rotating shaft and the paddles are arranged, so that the stopping block can be driven to move up and down by utilizing rising tide and falling tide of sea waves, the plastic bottles are prevented from floating out along with the sea waves, the plastic bottles can be conveyed into the collecting box through the arranged conveying belt and stopping hooks, and personnel can conveniently recycle the plastic bottles.
